Decline verses Dieback  - If a tree is in decline, then the entire tree is sick.  If a tree has some dieback it may be dying back to survive, and the tree may really be healthy although to the untrained person it would appear very sick.  A Shigometer can be used to detect relative vitality of individual trees.
